La mappa che mi hai mandato è in WGS84 Tranverse Mercator Zona 32.
Quindi i passi sono:
1. Menu "File - Load - Map"
2. Scegli come tipo file: "World file (*....)
3. Carichi il tuo file .tfw
4. Selezioni "coordinate metriche" (si capisce aprendo con un editor il file tfw) e premi Next
5. Digita "Italy" nel filtro "Country"
6. Seleziona "Italy WGS84 UTM32" e premi OK

Non saprei, però il datum sembra proprio essere WGS84.

Ma se volessi creare un file geotiff come posso fare?

Puoi provare con le utilities GDAL.
